Regular Meeting Shell Rock City Council
May 6, 2008
Mayor Larry Young called the regular meeting to order in the City Hall at 7:00 p.m. with the Pledge of Allegiance. Council members Benjamin DeWitt, Glen Kliebenstein, Rosalee Meyer, and Steven Nieman were present. Council member Donald Bonzer was absent. There were nineteen people in the audience.
Motion by Kliebenstein seconded by Meyer to approve the agenda with any additions. Ayes-DeWitt, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-Bonzer. Motion carried.
Motion by Meyer seconded by Nieman to approve the consent agenda that included the following items: Minutes of April 1, 2008, payment of the bills, and the financial reports for the month of March, 2008. Roll Call Vote: Ayes-DeWitt, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-Bonzer. Motion carried.
William Cordes a candidate for Butler County Auditor was present and introduced himself to the council.
Lyle TeKippe from TeKippe Engineering reviewed the cost of the trail alongside the side of S. Prairie Street with the council for the Parks Galore Project.
Oynette Siegley from the Iowa Department of Natural Resources was present and discussed the Project Aware River Clean up Program that will be happening on the Shell Rock River this summer and happening in Shell Rock on the river on June 19 and 20, 2008.
Bonnie Lehman and Lynn Bibler were in the audience and expressed their concerns about overnight camping in McCague Memorial Park. The city ordinance states there is no overnight camping in any city park unless by resolution of the council. There had been discussion of overnight camping in association with a specific ball tournament. There will not be a tournament like that this year so the issue was tabled.
Fire Chief Dwayne Sessler was present and asked the council for permission to order a different rescue truck. The rescue truck the fire department would like to purchase a 2008 Ford F-550 from Shell Rock Ford and a rescue apparatus from Heiman Fire Equipment, a radio from Radio Communications and cylinders from Sandry Fire Supply. Motion by DeWitt seconded by Nieman to authorize Chief Sessler to purchase the Fire Rescue Truck as specified above for an approximate total price of $93,677.84. Roll Call Vote: Ayes-DeWitt, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-Bonzer. Motion carried.
Police Chief Louis Staudt announced May 19 – June 1 will be the next STEP project. Sheriff Jason Johnson was present and asked the council if there were any questions for him concerning the Sheriff’s Department.
Resolution 013-2008 was introduced by DeWitt seconded by Meyer: A RESOLUTION SETTING PARK FEES: Ball Diamond Rental Fees $11.00 per game for diamond fees for traveling teams or teams not in our league. Sponsor Fee for Ball Teams $250.00. Roll Call Vote: Ayes-DeWitt, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-Bonzer. Motion carried.
Resolution 014-2008 was introduced by Meyer: A RESOLUTION SETTING POOL WAGES FOR THE 2008 POOL SEASON. Managers $8.75 per hour, Asst. Managers $8.00 - $8.50 per hour, New Lifeguards $7.25 per hour, Experienced Lifeguards $7.25 per hour plus .15 per year experience, Aquasizing Instructor $8.25 per hour plus .50 per year experience with $13.25 per hour maximum. Roll Call Vote: Ayes-DeWitt, Kliebenstein, and Meyer. Nays-Nieman. Absent-Bonzer. Motion carried.
Ordinance No. 305 was introduced by Meyer seconded by Kliebenstein: AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, 2003, BY AMENDING PROVISIONS PERTAINING TO RESIDENTIAL SOLID WASTE COLLECTION FEES. Roll Call Vote: Ayes-DeWitt, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-Bonzer. Motion carried.
Ordinance No. 306 was introduced by Kliebenstein seconded by DeWitt: AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, 2003, BY AMENDING PROVISIONS PERTAINING TO SEWER SERVICE RATES. Roll Call Vote: Ayes-DeWitt, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-Bonzer. Motion carried.
Junk vehicles and properties were discussed and letters will sent out giving notice to take care of such vehicles and properties.
Motion by Kliebenstein seconded by Meyer to adjourn at 9:10 p.m. Ayes-DeWitt, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-Bonzer. Motion carried.
