               Regular Meeting Shell Rock City Council

                              August 3, 2010

 

              Mayor Larry Young called the regular meeting to order in the City Hall at 7:00 p.m. with the Pledge of Allegiance.  Council members Donald Bonzer, Benjamin DeWitt, James DeWitt, Glen Kliebenstein, and Rosalee Meyer were present.  There were nine people in the audience.

 

              Motion by Kliebenstein seconded by Meyer to approve the agenda with any additions.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer.  Nays-None.  Motion carried.

 

              Motion by Meyer seconded by Bonzer to approve the consent agenda which included the following items:  Minutes of July 6, 2010, Financial Reports for the month of June, 2010, and the Payment of the Bills.  Roll Call Vote:  Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer.  Nays-None.  Motion carried.

 

              There has been a new double-oven electric stove purchased for the Boyd Building kitchen and the two existing stoves need to be sold.  Motion by Kliebenstein seconded by Bonzer to take bids until August 17, 2010 on the two Frigidare electric stoves that were in the Boyd Building kitchen.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer.  Nays-None.  Motion carried.

 

              Mike Schuldt from the Shell Rock Fire Fighters Association was present and asked the council for permission or to purchase/lease part of the city property located off of W. Main Street next to the Fire Fighters Museum so that a boat dock could be installed there.  This item was tabled until the August 18, 2010 council meeting to allow for checking into liability insurance and issues.

 

              Mayor Young announced there will be a special meeting on August 18, 2010 at 5:00 p.m. to award the Demolition Bids on the 2008 Flood Buyout Houses.

 

              Police Chief Lou Staudt reported that the next STEP enforcement project will be held from August 24th through September 6, 2010.

 

              Donna Johnson of 222 W. Water Street was present and asked the council if she could purchase part or all of N. Adams Street that abuts her property in order to build a garage behind her house and have a driveway to it.  This item was tabled until more information is obtained.

 

              Burle Neal of 423 W. Main Street was in the audience and asked the council if something could be done about the unsightly weeds across W. Main Street from his house.  Council directed the Mayor to send letters to the property owners involved to remove the weeds.

 

              Motion by Kliebenstein seconded by Bonzer to approve the payment of the first pay request to Stickfort Construction for the work completed to date on the Willow Tree First Addition for the amount of $35,644.00.  Roll Call Vote:  Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer.  Nays-None.  Motion carried.

 

              Motion by Meyer seconded by Kliebenstein to approve the Supplemental Agreement No. 1 – Final Design Services for Rehabilitation of the East Cherry Street Bridge over Shell Rock River FHWA Bridge No. 010280 with Calhoun-Burns and Associates, Inc.  Roll Call Vote:  Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer.  Nays-None.  Motion carried.

 

              Ordinance Number 329 was introduced for its second reading by James DeWitt seconded by Kliebenstein:  AN ORDINANCE AMENDING CHAPTER 56 OF THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, PERTAINING TO DANGEROUS AND VICIOUS ANIMALS, BY PROHIBITING PIT BULL DOGS IN THE CITY OF SHELL ROCK.  Roll Call Vote:  Ayes-J. DeWitt, Kliebenstein, and Meyer.  Nays-Bonzer.  Abstain-B. DeWitt.  Motion carried.

 

              Motion by J. DeWitt seconded by B. DeWitt to adjourn at 8:08 p.m.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer.  Nays-None.  Motion carried.
