Regular Meeting Shell Rock City Council

                               November 3, 2009

 

              Mayor Larry Young called the regular meeting to order in the City Hall at 7:00 p.m. with the Pledge of Allegiance.  Council members Donald Bonzer, Benjamin DeWitt, Glen Kliebenstein, Rosalee Meyer, and Steven Nieman were present.  There were twenty-four other people in the audience.

 

              Motion by DeWitt seconded by Meyer to approve the agenda with any additions.  Ayes-Bonzer, DeWitt, Kliebenstein, Meyer, and Nieman.  Nays-None.  Motion carried.

 

              Motion by Kliebenstein seconded by Nieman to approve the consent agenda that included:  Minutes of October 6, 15, & 21, 2009, the Payment of the Bills, and the Financial Reports for the month of September, 2009.  Roll Call Vote:  Ayes-Bonzer, DeWitt, Kliebenstein, Meyer, and Nieman.  Nays-None.  Motion carried.

 

              Rick Jensen of Jensen’s New and Old Construction was present and answered questions on steel roofing. 

 

              The Shell Rock Sold Waste Services Proposals were read as presented:  Black Hawk Waste Disposal Company from Waterloo, Iowa, with exclusive commercial rights, 35 gallon cart with recycling $13.50 per month, 64 gallon cart with recycling $17.64 per month, 96 gallon recycling $25.15 per month, with extra bags $1.00 each, all above prices include curb-side non-sort recycling every other week.  Bunn Services from Fayette, Iowa, with exclusive commercial rights, 35 gallon cart with recycling $8.50 per month, 64 gallon cart with recycling $10.00 per month, 96 gallon cart with recycling $11.25 per month, with extra bags of $1.00 each, all above prices include curb-side non-sort recycling every other week.  Jendro Sanitation from Charles City, Iowa, with exclusive commercial rights, 35 gallon cart with recycling $8.30 per month, 64 gallon cart with recycling $9.00 per month, 96 gallon cart with recycling $9.75 per month, with extra sticker $.050 each, all above prices include curb-side non-sort, except glass must be kept separate and recycling will only picked up twice a month.  Waste Management from Burnsville, Minnesota, with exclusive commercial rights, 35 gallon cart with recycling $9.90 per month, 64 gallon cart with recycling $11.27 per month, 96 gallon cart with recycling $12.69 per month, with extra bags $1.25 each, all above prices include curb-side non-sort recycling every other week, the above prices do not include a fuel surcharge.   Moler Sanitation from Conrad, Iowa, with non-exclusive commercial rights, 35 gallon cart with recycling $10.55 per month, 64 gallon cart with recycling $11.80 per month, 96 gallon cart with recycling $13.05 per month, with extra stickers $1.00 each, all above prices include curb-side non-sort recycling every other week.

              Motion by DeWitt to award the solid waste services contract to Bunn Services from Fayette, Iowa.  Motion died for lack of a second.

              Motion by Bonzer seconded by Kliebenstein to award the solid waste services contract to Jendro Sanitation from Charles City, Iowa.  Roll Call Vote:  Ayes-Bonzer, Kliebenstein, Meyer, and Nieman.  Nays-DeWitt.  Motion carried.

 

              Libby Bingham was present and said almost all the new park equipment has been installed and thanked all the volunteers.

 

              There were many people in the audience from the neighborhood of West Main Street to protest the findings of the preliminary flood map done by Stantec Consulting Services, hired by FEMA.  There was one written objection to the findings and Robyn Holden spoke to the council about what the procedure is to try to revise the map and/or to remove properties from the flood plain.  Council agreed they thought there were errors on the map and will also proceed to see how the map can be corrected.

 

              There was discussion on the switch over from the Ambulance Service to a First Responder Service as of November 1, 2009.  The City Attorney and David Green will attend the Butler County Supervisor’s Meeting on November 10, 2009 and discuss the First Responder Service with them and the Mayor set a special council meeting for November 17th at 6:00 p.m. to meet with the Township Trustees to discuss the operations of the service as well as future funding.

 

              Mike Tellinghuisen reported that a pump in the East Washington Street lift station needs to be replaced.  Motion by Bonzer seconded by Meyer to accept a bid from Quality Pumps and Control for a pump for the lift station for $6,870.00.  Ayes-Bonzer, DeWitt, Kliebenstein, Meyer, and Nieman.  Motion carried.

 

              Resolution 034-2009, A RESOLUTION SETTING THE COMPENSATION FOR THE SHELL ROCK FIRST RESPONDERS, died for lack of a motion. 

 

              Motion by Nieman seconded by Bonzer to adjourn at 9:07 p.m.  Ayes-Bonzer, DeWitt, Kliebenstein, Meyer, and Nieman.  Nays-None.  Motion carried.
