Regular Meeting Shell Rock City Council
April 6, 2010
Mayor ProTem Glen Kliebenstein called the regular meeting to order in the City Hall with the Pledge of Allegiance at 7:00 p.m. Mayor Larry Young was absent. Council members Donald Bonzer, Benjamin DeWitt, James DeWitt, Glen Kliebenstein, and Rosalee Meyer were present. There were fourteen people in the audience.
Motion by Meyer seconded by Bonzer to approve the agenda with any additions. Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Motion by Benjamin DeWitt seconded by James DeWitt to approve the consent agenda that included the following items: Minutes of March 2, 2010, the Payment of the Bills, and the Financial Reports for the month of February, 2010. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
The following bids for the 2002 Ford E-450 Braun Ambulance were read: The City of Allison, Iowa bid $25,000.00 and Chickasaw Ambulance Service bid $35,000.00. Motion by Meyer seconded by James DeWitt to reject all the bids on the 2002 Ford E-450 Braun Ambulance as none of the bids met the $50,000.00 minimum bid and taking bids again for the 2002 Ford E-450 Braun Ambulance for April 12, 2010 at 5:00 p.m. with no minimum bid. Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Joan Lehman was in the audience and addressed the council on the issue of open burning stating her concerns on open burning for health and safety issues. Tom Taylor also asked the council to check into the issue of the smoke created by “outdoor furnaces”. Council directed the clerk to put a survey in the next city newsletter on whether to allow open burning or to contain it to certain dates and times or to not allow it all with the results to be reported to the council and the issue will discussed again at that time.
It was reported that the Boyd Building Committee was awarded a $2,500.00 grant from the Butler County Community Foundation to purchase a commercial-sized refrigerator for the kitchen. The Boyd Building Committee has also volunteered to operate the concession stand at the McCague Memorial Park for the t-ball and little league games this season.
Fire Chief Dwayne Sessler was present and discussed future sites for a Fire Station with the council. Chief Sessler also reported that the Fire Department was awarded $1,000.00 from the Butler County Community Foundation for a portable fire pump and accessories.
Motion by Benjamin DeWitt seconded by Bonzer to appoint Tim Vannordstrand to the Park Board with his term to expire March 31, 2013. Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Police Chief Lou Staudt discussed with the council the proposed no parking areas on W. South Street and W. Main Street. The council directed the attorney to draw up an ordinance addressing these issues for the next council meeting.
Resolution 008-2010 was introduced by Benjamin DeWitt seconded by Meyer: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SHELL ROCK, IOWA, AUTHORIZING THE IOWA NORTHLAND REGIONAL COUNCIL OF GOVERNMENTS (INRCOG) TO SUBMIT A GRANT APPLICATION TO THE IOWA DEPARTMENT OF ECONOMIC DEVELOPMENT (IDED) FOR THE SINGLE FAMILY NEW PRODUCTION 2 PROGRAM AND AUTHORIZING THE MAYOR TO SUPPORT SAID APPLICATION. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, Meyer. Nays-None. Motion carried.
Resolution 009-2010 was introduced by Meyer seconded by Bonzer: A RESOLUTION APPROVING THE WAGES FOR CITY EMPLOYEES FOR THE FISCAL YEAR STARTING JULY 1, 2010. The following wages are effective July 1, 2010: Police Chief Louis Staudt $41,176/year + 4th of July Celebration pay of $400.00, Public Works Director/Co Zoning Administrator Mike Tellinghuisen $22.29/hour + overtime, Utility Worker David Green $14.83/hour + overtime, City Clerk/Co Zoning Administrator Marilyn Hardee $38,637/year, Deputy City Clerk/Park Coordinator Rachel Nieman $14.68/hour, Meter Reader Bradley Kuethe $1,836/year, Library Director Debra Heidemann $11.61/hour, Assistant Librarian Sue Kaus $8.50/hour, Library Aide $7.25/hour. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, Meyer. Nays-None. Motion carried.
Resolution 010-2010 was introduced by Bonzer seconded by James DeWitt: A RESOLUTION SETTING THE DATES AND FEES FOR SPRING CLEAN UP 2010. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, Meyer. Nays-None. Motion carried.
Resolution 011-2010 was introduced by Meyer seconded by Benjamin DeWitt: A RESOLUTION ESTABLISHING A LOW TO MODERATE INCOME PROJECT FUND AND TRANSFERRING FUNDS: From Tax Increment Financing II to Low to Moderate Income Project Fund $37,338.11. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, Meyer. Nays-None. Motion carried.
It was announced there is a special council meeting set for April 12, 2010 at 5:00 p.m. for Hazard Mitigation and Willow Tree Subdivision and the reletting of the Ambulance Bids.
Ordinance Number 322 was introduced for its second reading by James DeWitt seconded by Meyer: AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, 2008, BY AMENDING PROVISIONS PERTAINING TO WATER RATES. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, Meyer. Nays-None. Motion carried.
Ordinance Number 321 was introduced for Benjamin DeWitt seconded by Meyer: AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, 2008, MAKING REVISIONS TO CHAPTER 151, TREES, RELATING TO TREES AND THE CITY TREE BOARD. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, Meyer. Nays-None. Motion carried.
