Regular Meeting Shell Rock City Council
May 4, 2010
Mayor Larry Young called the regular meeting to order in the City Hall at 7:00 p.m. with the Pledge of Allegiance. Council members Donald Bonzer, Benjamin DeWitt, James DeWitt, and Glen Kliebenstein were present. Council member Rosalee Meyer was absent. There were nine other people present.
Motion by Kliebenstein seconded by Bonzer to approve the agenda with any additions. Ayes-Bonzer, B. DeWitt, J. DeWitt, and Kliebenstein. Nays-None. Absent-Meyer. Motion carried.
Motion by Benjamin DeWitt seconded by Bonzer to approve the consent agenda that included: Minutes of April 6, 12, & 26, 2010, Payment of the Bills, the Financial Reports for the month of March, 2010, Klinc’s LLC – Liquor License and addition of Outdoor Service Area. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, and Kliebenstein. Nays-None. Absent-Meyer. Motion carried.
Fire Chief Dwayne Sessler was present and said area fire department are collecting donations of fire gear for Haiti since the nation suffered a severe earthquake and asked the council for permission to send old, spare fire gear to Haiti. Motion by James DeWitt seconded by Kliebenstein to send the old, spare fire gear to Haiti. Ayes-Bonzer, B. DeWitt, J. DeWitt, and Kliebenstein. Nays-None. Absent-Meyer. Motion carried.
Mayor Young opened the Requests for Proposals for the City Audit of Fiscal Year 2010. They were read as follows:
Larry Pump, CPA not to exceed $5,400.00 and Shaffer Company, PC not to exceed $5,900.00. Motion by Benjamin DeWitt seconded by James DeWitt to hire Larry Pump, CPA to complete the City of Shell Rock’s audit for the fiscal year 2010. Ayes-Bonzer, B. DeWitt, J. DeWitt, and Kliebenstein. Nays-None. Absent-Meyer. Motion carried.
Leann Aukes was present and introduced herself to the council and announced that she is running for the office of Butler County Recorder.
Ted and Mary Scheidel presented the council with an idea from an Iowan magazine to apply for the Bringing Back Burma-Shave signs to be placed in the city limits along Highway 3 if awarded. Council was in full support of the application and the Mayor will write a letter of support.
Carol Ann Kruse was present and discussed the parking on West Main Street with the council.
Ordinance Number 323, AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, 2008, PERTAINING TO NO PARKING ZONE ON MAIN STREET died for lack of a motion.

Motion by Bonzer seconded by Kliebenstein to waive the fee for the Shell Rock Development Corporation for rezoning of the Shell Rock Industrial Park. Ayes-Bonzer, B. DeWitt, J. DeWitt, and Kliebenstein. Nays-None. Absent-Meyer. Motion carried.
Resolution 015-2010 was introduced by Benjamin DeWitt seconded by Kliebenstein: A RESOLUTION SETTING FEES FOR THE SWIMMING POOL FOR THE 2010 POOL SEASON. Family Pass $90.00, Single Pass $55.00, Day Pass $2.50, Baby Pool $1.00, Law Swim $1.50 or $10.00 for ten times, Aqua Sizing $21.00 for 8 week session, Swimming Lessons $25.00 per session. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, and Kliebenstein. Nays-None. Absent-Meyer. Motion carried.
Resolution 016-2010 was introduced by Benjamin DeWitt seconded by Kliebenstein: A RESOLUTION SETTING WAGES FOR THE POOL EMPLOYEES FOR THE 2010 POOL SEASON. Co-Managers Margaret Holden and Rachel Toenjes $8.50 per hour and Lifeguards Kelsey Peterson, Sara Rops, and Abby Wilcox $7.25 per hour, Wesley Dicks, Andrew Hardee, and Stacy Krull $7.40 per hour, Ryan Staack $7.70 per hour, and Michael Holden $7.85 per hour. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, and Kliebenstein. Nays-None. Absent-Meyer. Motion carried.
