Regular Meeting Shell Rock City Council
June 7, 2011
Mayor Larry Young called the regular meeting to order at 7:00 p.m. in the City Hall with the Pledge of Allegiance. Council members Donald Bonzer, Benjamin DeWitt, James DeWitt, Glen Kliebenstein, and Rosalee Meyer were present. There were eight people in the audience.
Motion by Kliebenstein seconded by Bonzer to approve the agenda with any additions. Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Motion by Meyer seconded by James DeWitt to approve the consent agenda that included the following items: Minutes of May 3 & 26, 2011, Payment of the bills, and the Financial Reports for the month of April, 2011. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Fire Chief Dwayne Sessler reported to the council that the Fire Department has 3 old mobile radios that they would like to take bids for. Council directed the clerk to place an ad for bids on the radios for the next council meeting.
The Mayor set the date for the end of the fiscal year council meeting for June 22, 2011 at 5:00 p.m.
Motion by James DeWitt seconded by Benjamin DeWitt to reimburse Duane and Julie Gibson for half of the expense of extending the water main to their property located at 1009 S. Cherry Street, for the amount of $1,198.76. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Resolution 028-2011 was introduced by Kliebenstein seconded by Bonzer: A RESOLUTION ABATING THE SOLID WASTE CHARGE FOR ALL THE CITY OF SHELL ROCK UTILITY CUSTOMERS FOR THE MONTH OF JULY, 2011. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Resolution 029-2011 was introduced by Meyer seconded by Benjamin DeWitt: A RESOLUTION AUTHORIZING LEASE OF GREEN SPACE PARCELS. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Motion by James DeWitt seconded by Kliebenstein to authorize partial payment estimate No. 2 Bridge Deck Replacement over Shell Rock River, City of Shell Rock, CB&A No. 2008122 to Minnowa Construction, Inc. in the amount of $176,203.14. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
The council was presented with a request from Jendro Sanitation for a 1.5% increase in rates. Motion by Meyer seconded by Kliebenstein to approve the 1.5% increase in garbage collection rates to Jendro Sanitation. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Motion by Benjamin DeWitt seconded by James DeWitt to accept the proposal from Larry Pump, CPA to complete the fiscal year 2011 audit for the City of Shell Rock for the cost of $7,600.00. Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Motion by James DeWitt seconded by Kliebenstein to approve Willow Tree First Addition Pay Application No. 6 – Final to Stickfort Construction Co. in the amount of $1,567.50. Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
Ordinance Number 331 was introduced for its second reading by Benjamin DeWitt seconded by Kliebenstein: AN ORDINANCE AMENDING CHAPTER 156 OF THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, BY AMENDING THE FLOOD PLAIN MANAGEMENT ORDINANCE TO ADOPT THE NEW DIGITAL FLOOD INSURANCE RATE MAPS AND MAKE REVISIONS TO THE FLOOD PLAIN MANAGEMENT ORDINANCE. Roll Call Vote: Ayes-Bonzer, B. DeWitt, J. DeWitt, Kliebenstein, and Meyer. Nays-None. Motion carried.
