Regular Meeting Shell Rock City Council

                                                                               January 8, 2013

 
Mayor Larry Young called the regular meeting to order in the City Hall at 7:00 p.m. with the Pledge of Allegiance.  Council members Donald Bonzer, Benjamin DeWitt, James DeWitt, Rosalee Meyer, and Edward Willert were present.  There were six people in the audience.
 
Motion by James DeWitt seconded by Meyer to approve the agenda with any additions.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Motion by James DeWitt seconded by Willert to approve the consent agenda that included:  The minutes of December 4, 2012, the Payment of the Bills, and the Financial Reports for the month of November, 2012.  Roll Call Vote:  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Motion by Benjamin DeWitt seconded by Willert to approve the audit report submitted by Larry Pump, CPA for the fiscal year that ended June 30, 2012.  Ayes:  Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Motion by James DeWitt seconded by Willert to approve the Chrome Cruisers Car Show for June 9, 2013 with the same streets closed as last year.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Resolution 001-2013 was introduced by James DeWitt seconded by Bonzer:  A RESOLUTION APPROVING THE URBAN RENEWAL REPORT FOR THE CITY OF SHELL ROCK, IOWA.  Roll Call Vote:  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Resolution 002-2013:  A RESOLUTION APPROVING THE AGREEMENT FOR THE SALE AND PURCHASE OF WASTEWATER TREATMENT SERVICES BETWEEN THE CITY OF SHELL ROCK, IOWA, AND THE IOWA REGIONAL UTILITIES ASSOCIATION was tabled.
 
Resolution 003-2013 was introduced by Benjamin DeWitt seconded by James DeWitt:  A RESOLUTION AMENDING THE CITY OF SHELL ROCK, IOWA’S PERSONNEL POLICIES BY MAKING CHANGES TO THE SECTION ON EMPLOYEE HEALTH INSURANCE.  Roll Call Vote:  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Motion by James DeWitt seconded by Meyer to approve the Partial Payment Number Four – Final to Heartland Asphalt Company in the amount of $30,736.24 for the 2012 Street Improvements, Shell Rock, Iowa, Project Number 121012.MS.  Roll Call Vote:  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Mayor Young set the fiscal year 2014 budget request meetings for January 14, 16, & 21, 2013 at 5:00 p.m.
 
                                                  Mayor Young made the following appointments for the 2013 calendar year:
                                                  Mayor Pro Tem – Benjamin DeWitt
                                                  Police Chief – Louis Staudt
                                                  City Property – Donald Bonzer, Edward Willert
                                                  City Clean Up – Donald Bonzer, Rosalee Meyer
                                                  Employee Relations – Benjamin DeWitt, Donald Bonzer
                                                  Finance Committee – Rosalee Meyer, Edward Willert
                                                  Street Committee – James DeWitt, Benjamin DeWitt
                                                  Tree Committee – Edward Willert, Rosalee Meyer, Mike Tellinghuisen
                                                  Water/Sewer Committee – James DeWitt, Benjamin DeWitt
 
Mayor Larry Young appointed Edward Willert to the Butler County Solid Waste Commission.
Motion by Benjamin DeWitt seconded by Bonzer to retain Robert Greenlee as the City of Shell Rock’s representative to the Butler County Solid Waste Commission.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
Mayor Larry Young appointed Robert Greenlee to the Butler County Solid Waste Commission for one year only.  Motion by James DeWitt seconded by Benjamin DeWitt to approve the one year appointment of Robert Greenlee to the Butler County Solid Waste Commission.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Motion by James DeWitt seconded by Benjamin DeWitt to approve the following appointments for the 2013 calendar year:
                                                  City Attorneys – Karl Nelson and Bruce Toenjes
                                                  City Clerk/Treasurer – Marilyn Hardee
                                                  City Depository – Security State Bank
                                                  City Newspaper – Waverly Newspapers
                                                  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
 
Motion by James DeWitt seconded by Meyer to adjourn at
8:40 p.m.  Ayes-Bonzer, B. DeWitt, J. DeWitt, Meyer, and Willert.  Nays-None.  Motion carried.
