Regular Meeting Shell Rock City Council
August 4, 2009
Mayor Pro Tem Glen Kliebenstein called the regular meeting to order at 7:00 p.m. in the City Hall with the Pledge of Allegiance. Council members Donald Bonzer, Glen Kliebenstein, Rosalee Meyer, and Steven Nieman were present. Mayor Larry Young and Council Member Benjamin DeWitt were absent. There were twelve other people present.
Motion by Meyer seconded by Bonzer to approve the consent agenda that included: The minutes of July 7, 2009, the payment of the bills, and the financial reports for the month of June 2009. Roll Call Vote: Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Motion by Nieman seconded by Meyer to approve the agenda with any additions. Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Acting Ambulance Crew Chief David Green reported that a letter to try to get ambulance members was sent out in the city newsletter.
Park Recreation Coordinator Rachel Nieman was present and discussed some ideas for upcoming recreational events.
Motion by Nieman seconded by Meyer to reappoint Ronald Stensland to the Planning & Zoning Commission with his term to expire August 31, 2014. Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Members of the 4th of July Committee were present and discussed this year’s celebration and the upcoming celebration.
Motion by Nieman seconded by Meyer to allow Randy Schunk to install 2 water service lines on the city’s right of way on E. James Street to serve the duplex that is going to be built on E. James Street. Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Motion by Meyer seconded by Nieman to sign a 5 year maintenance contract for sewer cleaning with Municipal Pipe Tool Co. Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Motion by Meyer seconded by Bonzer to approve the quotation from Municipal Pipe Tool Company for sewer lining and repairs. Roll Call Vote: Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Resolution 023-2009 was introduced by Nieman seconded by Bonzer: A RESOLUTION APPROVING THE 2009 STREET FINANCIAL REPORT FOR THE CITY OF SHELL ROCK, IOWA. Roll Call Vote: Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Resolution 024-2009 was introduced by Bonzer seconded by Nieman: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SHELL ROCK, IOWA, AUTHORIZING THE MAYOR TO SIGN A CONTRACT WITH NELSON & TOENJES LAW OFFICE TO ACT AS THE CLOSING AGENT FOR THE CITY FOR FLOOD BUYOUTS FUNDED UNDER IOWA HOMELAND SECURITY EMERGENCY MANAGEMENT DIVISION GRANT AGREEMENT NUMBER HMGP-DR-1763-0019 01 / PROJECT NUMBER DR-1763-12-01. Roll Call Vote: Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
Ordinance Number 315 was introduced for its third reading by Nieman seconded by Meyer: AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF SHELL ROCK, IOWA, 2008, BY AMENDING PROVISIONS PERTAINING TO COMMERCIAL AND RESIDENTIAL SOLID WASTE COLLECTION FEES. Roll Call Vote: Ayes-Kliebenstein, Meyer, and Nieman. Nays-Bonzer. Absent-DeWitt. Motion carried.
Ordinance Number 316 was introduced for its second reading by Bonzer seconded by Meyer: AN ORDINANCE AMENDING THE ZONING ORDINANCE OF SHELL ROCK, IOWA, PROVIDING FOR REZONING OF AN AREA OF THE CITY FROM “R-1” SINGLE FAMILY RESIDENTIAL TO “R-2” LOW DENSITY RESIDENTIAL, LOCALLY KNOWN TO BE IN THE 200 BLOCK OF EAST JAMES STREET. Roll Call Vote: Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
The council formed a garbage committee to look into the upcoming contract for refuse hauling and the possibility of taking bids. Members of the committee to date are Glen Kliebenstein, Robert Greenlee, Mike Tellinghuisen, and Marilyn Hardee.
Motion by Bonzer seconded by Nieman to adjourn at 8:46 p.m. Ayes-Bonzer, Kliebenstein, Meyer, and Nieman. Nays-None. Absent-DeWitt. Motion carried.
